The Local Area Agreement (LAA) is a contract between central and
local government to deliver the priorities of local people.
In two-tier areas, the LAA is led by the county council and will be a county-wide agreement. However, all the main public services working in the area should be involved.
The second West Sussex LAA came into force in June 2008 and will run for three years. It contains 16 statutory Education and Early Years targets together with 33 other targets based on national guidelines chosen by the West Sussex Public Service Board (the countywide LSP comprising the County Council and its partners including Horsham District Council) following consultation with the Government and local stakeholders (including Horsham District Community Partnership).The Public Service Board has also set its own target for Economic Development. The LAA is effectively the action plan for the West Sussex Sustainable Community Strategy.
The 33 priority improvement targets reflect those areas that partners have agreed to focus on over the next 3 years. HDCP will need to take account of the LAA in drawing up its plans in the future.
